Problem

The California State University (CSU) system is overwhelmed with a massive stack of vendor proposals for various projects. These proposals can be up to 100 pages long, have different formats, and contain a lot of unnecessary information. Evaluating and comparing these proposals against the Request for Proposal (RFP) requirements is a time-consuming and chaotic process, leading to potential wrong choices, wasted time and money, and reduced trust between the institutions and the vendors.

Technical Solution

SmartProcure is a web application that streamlines the vendor proposal evaluation process. Users can upload the RFP document and vendor proposals through an easy-to-use interface. The application leverages Amazon Bedrock’s large language model to analyze the RFP and extract the evaluation metrics. It then compares each vendor proposal against these metrics, generating a consistent evaluation matrix. The final output is a CSV file with vendor scores, enabling transparent and unbiased decision-making.
